A series of doctors, experts and air pollution legislators explain the problem of air pollution in American urban populations, as well as what is being done to solve it.

Through some rudimentary graphic explanations, we understand how air is being measured across the USA in the 1960s. The film explains the roles of scientists and the American government in providing clean air, while inciting citizens to engage at a state-level to reduce both contaminant and nuisance effects of air pollution. Its tone is both informative and reassuring - showing scenes from a conference in 1958 to show how health officials are gathering around this critical issue.
